recipes-support: snapd: Use phyPHY constants ... 559713de37

Replace the snapd constants.go with one containing URLs and public keys
for phyHUB. This allows using phyHUB after the device is registered.

This recipe deploys an archive with the seed data for snapd. The archive
should be extracted to the snapdata partition.
